It's complex :-).
Probably it's mainly for fun.
But.
We do not have a National ID card .
We are not required to compulsorily carry any form of documentation or
identification with us when we travel, walk, sleep, eat ... .
BUT we ARE required to carry a driver's licence at all times when we drive.
Long ago a world famous in NZ, NZ Prime Minister named (Sir) Robert Muldoon
(but known as "Piggy" to all) said that the then soon to be introduced new
driver's licence was NOT a national ID card and that it never would be. He
was, of course, very soon proved wrong. A DL is about the best form of ID
in NZ (a passport is perhaps better) and is accepted as such everywhere and
often demanded as proof of ID.
So, my having a photo on my non ID card that IS a photo of me but which
bears ~~= 0 resemblance to me at a glance (or two glances) is an act of
civil OBEDIENCE on my part. I am helping keep the late Robert Muldoon more
honest than he otherwise would be.
Good for parties :-).
