I need 500 low-cost DIP PICs for a soldering class for Maker Faire Orlando.
I've narrowed to the 16F54-I/P as it's $0.52 @ 500 pcs. But I'm
flexible, as long as it's (a) DIP, (b) 12-20 pins, (c) have an internal
oscillator, and (d) be able to operate down to 3V.

I'll also accept free PICs and put your name or logo in silkscreen ;)

Long gone. I’m a bit disappointed that another $0.25 micro hasn’t come along to replace it :-(
And it only had 8 pins…

Newark regularly has some cheap microcontrollers in their “overstock warehouse”, but it’s tough to be the normal price of the PIC16F54. One possibility, at the moment ($0.445), is a relatively beefy MC90S08 chip:
